USTR: Expanded Reciprocal Tariff Exclusions for Agricultural Products

Effective November 13, additional exclusions from reciprocal tariffs are now in force for a broader range of agricultural products. Newly excluded items include coffee and tea; tropical fruits and fruit juices; cocoa and spices; bananas, oranges, and tomatoes; beef; and additional fertilizers (noting that some fertilizers have never been subject to reciprocal tariffs).

Importers should note that Annex II applies globally—any HTS code listed in Annex II is excluded for all countries. Annex III currently applies only to the EU and only within limited, product-specific scopes (such as certain pharmaceutical items). Agricultural products impacted by this order have been removed from Annex III (PTAAP) and reclassified under Annex II, ensuring broader and more uniform tariff exclusions.
