CBP: Agency Opens CTPAT Pilot Program to Both Asset- and Non-Asset-Based 3PLs as December 2025 Launch Nears

U.S. Customs and Border Protection is moving forward with the start of its updated CTPAT pilot program for third-party logistics providers (3PLs), issuing a new notice as the launch date approaches. Since 2008, the agency has allowed 3PLs to participate in CTPAT, but only under limited conditions—particularly for non-asset-based providers such as NVOCCs, indirect air carriers, and customs brokers.
Under the new pilot, both asset-based and non-asset-based 3PLs may apply for participation on a first-come, first-served basis. The initiative aims to broaden supply-chain security engagement across the logistics sector and will begin no earlier than December 1, 2025, operating for up to five years.
