BIS: U.S. Eases Export Rules for Civilian Goods to Syria Under New License Exception

The Bureau of Industry and Security (BIS) has introduced a new license exception, SPP (Syria Peace and Prosperity), allowing U.S.-origin goods, software, and technology with purely civilian applications (EAR99), consumer communications devices, and select civil aviation items to be exported to Syria without a license. The rule also streamlines the approval process for exports supporting telecommunications, sanitation, power generation, and civil aviation projects in the country. BIS emphasized that all other dual-use exports to Syria will undergo case-by-case review, and shipments to sanctioned individuals or entities remain prohibited.
