CPSC: Agency Releases Preliminary HTSUS List Ahead of Mandatory eFiling Compliance Program

The Consumer Product Safety Commission (CPSC) has published on its website a preliminary list of approximately 600 HTSUS classifications that are likely to cover products requiring electronic submission of certificate of compliance data beginning July 8. The agency emphasized that the list is not exhaustive and that additional HTSUS numbers may also be subject to the electronic certificate requirement.
Under the CPSC’s forthcoming eFiling program, importers will be required to transmit specified certificate data elements at the time of entry filing. These data elements include identification of the finished product; the entity certifying compliance; each applicable consumer product safety rule to which the product has been certified; the date and location of manufacture; the date and location of the most recent compliance testing; and contact information for the individual responsible for maintaining test records. The program is intended to enhance supply chain transparency and improve the agency’s ability to target high-risk shipments at the border.
