DDTC: Licensing, Registrations, and Public Access Delayed Until Further Notice

Due to a lapse in federal appropriations, the Directorate of Defense Trade Controls (DDTC) has significantly reduced operations. Access to the Defense Export Control and Compliance System (DECCS) is unavailable, suspending submissions and public access for registrations, license applications including batch filings, speaker requests, customer support inquiries, Advisory Opinions, and Commodity Jurisdiction determinations. Matters already under review as of September 30, 2025, will remain pending, but processing of non-excepted actions will not resume until funding is restored. Only limited excepted activities, those required to protect human life or property, or to support essential national security and foreign affairs functions, may continue during the shutdown.
